Although you may not know anything about the locations in Tucson, from the failure rates between high schools in different districts you can probably guess about some of the characteristics. For one contrast, I looked at Catalina Foothills vs Sunnyside.

Besides the obvious significantly lower rates of promotion and passing at Sunnyside, if you look at the graphs for failure vs. promotion they are about the same. While Catalina is promoting 100% of 9th graders, almost 20% are failing at least one subject. And at sunny side, 65% are promoted and 60% are failing. "Social promotion" is happening at both schools, it likely is for different reasons.
